Mower Belt Problem

I had to replace Mower Drive Belt as the old one broke. I've made sure that v-side of the belt is around the stack pulleys and inside all the belt retainers. The flat side of the belt is around the idler pulley correctly. I've installed the extension spring many different ways but the mower still does not engage. The belt number is an after market one with same number as Murray's and the dealer says it's the one Murray recommends since they are back ordered on belts.

Does any body have a idea why the mower will not engage. There seems to be some slack in belt when the engaged lever is pushed forward.
