lift handle unit

despite setting the wheel brackets to differnet postions, the unit either does not engage the spikes (too high off gorund) or too low whereby if I raise the unit into the travel position the spikes would still be coming in contact with the ground surface... unable to travel over a driveway etc. It almost seems as if the holes tapped in the shaft are not properly aligned.
